NATC Board of Directors


President: Mary Linebarger

I am currently Mid Columbia Chapter OATC President, OATC's NATC representative (will resign if job conflicts), and NATC PAC treasurer.

I have been preparing taxes for twenty years now, and five years ago set up my own office. I have spent the last two years attending IRS forums and promoting NATC's willingness to help states get an association set up to bring education to themselves. They like the model Oregon provides and with the IRS licensing approaching they want to be ready. I will follow through with the items that have been voted on and hope to add more member benefits.

VP of Education: Jayne Williams

I have just completed a four-year term as President of NATC. In that time I have met preparers from many states who agree that the need nation wide is for education that deals primarily with the issues of tax compliance for the investor and the small business client. We have over 20 years experience with individual tax education and I am proud of that Pacific Northwest tradition. Now I want to focus my contribution to the organization on delivering quality education to a greater audience and drawing that audience into membership in NATC.

I ran for President four years ago on the vision of a national base of membership ready to deal with IRS registration. Congress is still working with the IRS to shape the concept of national registration in a form that can be administered and regulated. We as an organization are working now to administer the education program to support that process for preparers across the country. We have a unique combination of members with the willingness to network and share their expertise and a vision of local education that selects the topics to address the needs of the members rather than shaping the members to the topics available and popular at the moment.

My qualifications for this post are these: I have been teaching for OATC at various levels since 1992. I have a Masters degree in education, and Bachelor degree in public speaking and theatre. I taught for 12 years in public schools and have taught private workshops for 35 years. I have designed curriculum for two private schools, for a K-14 reading program for a public school district, and taught payroll accounting, costs accounting and branch accounting for a trade school.

I would like to develop a curriculum for preparers that will improve the quality of tax preparation nationally to match the quality of the educational program I have benefited from through this organization.

I have been in bookkeeping in some capacity since 1983 and self-employed (full time) since 1994. I became an LTP in 1996 and have worked with Clackamas Income Tax since 1998. I have been a member of OATC since 1997 and have been very involved at the chapter level, as Secretary for three terms and as President of the Clackamas Chapter for two years. I am also the Group Services person and newsletter editor.

I recently became an Enrolled Agent and am awaiting the results of my LTC test

Many of my bookkeeping clients are Non-Profits. I have been the contracted bookkeeper for the North Clackamas County Chamber of Commerce since 2000, as well as other local non-profits, so I am very familiar with the financials and the 990 Tax Return.

In addition to OATC, I'm also a member of the National Society of Tax Professionals and the American Institute of Professional Bookkeepers, as well as a Quickbooks Professional Advisor and a member of the Peachtree Accountants Network.

The Board of Tax Practitioners often receives calls from consumers asking if we know of a tax preparation business that offers services in languages other than English. The Agency is developing a list of tax preparation businesses that offer such services.
If your business offers tax preparation services in other languages, and you would like to be included on this list, please provide the following information:

There is a scholarship offered by the Oregon Association of Tax Consultants to help someone in financial need prepare for and take the state licensing test.
